(1) Get rid of the lottery, and pick the top-paid. We’re $19 trillion in debt, and more tax money is a good thing.
(2) Make H-1B per-country caps equal to green card per-country caps. This prevents the system of hiring from [India/China] because those people are currently indentured for longer. Everyone should have an equal wait for full employment rights.
If 7% sounds ridiculously low now, make it 25%. Or even 100% (aka no caps).
Most startups pay more than that, and therefore, will be better off on a salary-based selection system.

TCS, Wipro, and Infosys have legit projects in US. They engage in flooding to keep a pool of resources available to staff for their US projects.
Your statistics will not list these small time body shops because they’re occupying a big percentage of the H1-B pool but it’s split across many companies.
