    There are two simple fixes:
    (1) Get rid of the lottery, and pick the top-paid. We’re $19 trillion in debt, and more tax money is a good thing.

    (2) Make H-1B per-country caps equal to green card per-country caps. This prevents the system of hiring from [India/China] because those people are currently indentured for longer. Everyone should have an equal wait for full employment rights.

    If 7% sounds ridiculously low now, make it 25%. Or even 100% (aka no caps).

      Outsourcing companies pay ~68K to most of their employees, and flood the lottery.

      Most startups pay more than that, and therefore, will be better off on a salary-based selection system.

      Worked in a startup on H1B in Silicon Valley in HW . Got paid $140k + equity. It's the Indian IT mafia that is screwing up the system and making every H1B look like an abuser.

      This is the argument I am having trouble with. Who created H1B rules? Did Indian’s create your laws ? Are your politicians that stupid ? Now when American’s find their own laws are screwing them they start yelling at Indian’s not their CEO’s who brought this upon Americans. After all who wants to thrown stone to your house while sitting inside.

      I’d say focus your energy on the Indian “IT Consultancies” that literally hire just to staff. The body shops, that don’t have any projects and act as an intermediary between the recruiting company and contractor. These are the real abusers.

      TCS, Wipro, and Infosys have legit projects in US. They engage in flooding to keep a pool of resources available to staff for their US projects.

      Your statistics will not list these small time body shops because they’re occupying a big percentage of the H1-B pool but it’s split across many companies.

    I think the whole problem is these "IT outsourcing companies". Thanks to American multinationals these operate to keep the cost low and profit high. So that CEO can claim for larger share.

      Probably not the whole problem, but part of it. Bigger picture, there will always be corporations, lobbies, rich people that want to take advantage of regulation and government programs. So when we see it happening, it's not an unforeseen consequence. The real problem exists in the program/regulation itself, not the entities that are always going to try to game said government programs / regs.
