Good childhood friend just got surplussed at ATT and he has been a top performer for the past 6 years.Anyone from att confirm if there are lay-off happening there and what are they basing the criteria on?

Yes there were layoffs at ATT today. I heard criteria based on rating first and then location. There are 10 hub cities/states they want employees to be located in

They are restructuring as we all are it’s time to cut the fat and get lean
The way I understand is he just got his rating last week and today was surplussed. He was top performer for the past six years . His new manager just ignored his contribution throughout the year and assigned him in the middle level rating not low performer and he is still surplussed!
Everyone at AT&T gets middle of the pack rating. They force the distribution, it changes year to year but I hear it somewhere near the 5-90-5 curve.
