I took the onsite of LinkedIn around two months ago, and got the rejection after a week. I submit the travel expense receipts to the email HR provided and HR said LinkedIn will pay for the travel. Now two months passed, I am still not receiving any payment. I tried to email and call the HR several times last week but never heard a reply, seems like he is avoiding me. What can I do? Is there a way to report this situation to someone or department in LinkedIn?

Huh, this definitely doesn't sound like LinkedIn- there are many faults, but being cheap & petty is usually not one of them. Sorry you had to deal with this.
I had a similar experience last year. I sent them an email again about a month later (whatever the date I was supposed to get it on was) and they said they forget and then sent it again which i got in a few days. it was only a couple hundred $
btw when you send followup do a direct email to someone and also cc their expenses/hr team correspondence
