Unfortunately, seems like answer is Yes
Answer is no. Depends on work location. Google new hire get work location of WA and hence no tax for CA. Even they though they were hired for CA in longer term. Once pandemic is over and new hire actually move to CA, google will report new work location at that point CA tax applies. Home location doesn’t matter in the discussion. Hence ask Netflix about work location.

Most of the companies I have worked in the past will tax you based on your work location in their HR System. However, if you are 100% telecommute worker [wfh employee] then it depends on your home address which is also your work address. So if you work for Netflix and work location is CA (in the system), although you live in WA, company payroll will deduct your taxes based on CA. However, when you file tax returns, if you mention you never lived in CA or lived partly based on your situation, you should get CA state taxes back. Please check and confirm this with a tax professional, I just mentioned this based on my personal experience, I am not a qualified tax pro :-))
