Employers usually need to notitify EDD then carry out layoffs means it will happen in near future.
Speaking on behalf of IBM, they have yearly layoffs, regardless of market conditions. The pandemic was convenient timing to announce this year's round.
Also when there's new management (CEO) and a recent acquisition, there's always going to be layoffs.
I think these are the layoffs that already happened for IBM.
