My brother did his bachelors in Electronics and communication. He plans to do his masters in CS and is looking for help in university selection. Q) Apart from edulix, is there any other platform which evaluates profile? Q) How important is the university factor in terms of jobs? Q) Many of my friends did their MS from some school with low tuition in Bay Area and all are placed in great companies. Should he just apply to those universities? Can anyone please advice? I won’t suggest going to USA for education.
Why?
Because us immigration is really in a bad shape right now. Unless you are ready to go back after you studies , I won’t suggest wasting so much money here.

Don’t listen to these people! Immigration might be tough but not impossible. People who will do masters will be better off. He can enroll in a decent university and find a job in Bay Area.
Location of university plays a big role in getting a good internship and helps a lot in full time as well. Btw I didn’t study in a good location, seen the pain of getting interview calls.
Did you complete masters in CS and bachelors in non-cs?
US is not worth it with current Visa situation. Try Europe/Germany
Australia is good too. Better weather close to India. You get PR easily. Free medical etc
