For L65 it’s a good offer as your TC would be ~390. Sign on is split in 2 yrs? If yes, then may be you can negotiate on higher sign on or stocks to take TC close to 390-420. What’s your current YoE and TC?
This is low ball offer. I think, MS doesn't want to hire you and came up with such a ridiculous level and offer so you decline on face or Satya is on weeds today. L7 matches to L66. L65, I will consider as downlevel. On hire Stocks are joke if it's for 04 years. L61 get 150-160 k.
Microsoft seems to give stock grants of arround 70k to 150k to most levels. Usually higher levels with competiting offers sometimes can get stock higher. That is Microsoft for you.
I got 100K grant in 2015, that is worth 650k. I joined as L60 that time. One of my frd joined as L63 this year and got 340K usd grant.
Reject the offer and interview with other teams. Don’t join below L66. I know principal PMs at sub 10B market cap companies join at L66 with $450K TC. It’s all team dependent. I believe the team is taking advantage of the fact that you’re at Amazon.

A lot of L65/66 at Microsoft would sell their kidney to get an L6 offer. Why on earth would you leave an L7 role for a low ball L65 offer ?
L6 PM-T which is most comparable is not that great. I personally gave an offer in the Bay Area for 325. L6 SDE maybe.
Depends on how long you are in L7, 65 could be the right level. If you just made L7, you can live with 65. If you are an L7 for 18 months or more, then I would not accept 65. Even at 65, you should ask for 200K base, 100K sign on and at least 350K in stock.

Well I did negotiate and I am at 200/100/300. I valued this at 375 TC without accounting for the additional value of benefits. It is well above my Amazon TC - L7s don’t all make 450 plus.
How does this add upto 375? Base 200 + sign-on bonus 50 (100/2) + stocks 75 (300/4) should add up to 325. Did I get something wrong?
