Looks like a SDE2 offer (level 61). Base looks fine. Cash Bonus is low. (But MSFT offers less bonus to industry hires vs college hires) Stock is for 4 years, very low. (Ditto)
How much should I try to ask for sign on / stock? I’m also concerned with the CSE team, is it as bad as I’ve read on here, or would it be a positive move from where I’m at?
It’s a positive move from where you are. You could negotiate for more stocks but even if they don’t change the offer (unless you have competing offers hey probably won’t budge much) and this is your best, I would take it. You can always stay a year or so and jump to another tech company for a higher pay.

Base is all fine, for 2years of exp, 130 is great, 60k of total stocks is all good, but try negotiate.
I believe the stock award is 15K overall not per year.

Negotiate more. It is always better if you have counter offers. Try to get at least one more.
