The pool is by peers. Your manager doesnt take from your pool that would be conflict of interests.
This is false. I have a pool for my org, and my manager has a pool for his org (which include both my org pool plus my personal bonus). I can't just give people less and myself more. Do people really think middle management is running a scam like this?
It is just lack of knowledge + trolls.
Actually, I tend to believe that is true and regardless of the info to the contrary (above), it may not be a direct kickback to their own pocket BUT the leftover money has to go somewhere and it doesn't roll down, it rolls up. Upper management would be the direct beneficiaries and that "kindness" by lower-level managers is then reciprocated. I think that's how the game works.
There is no leftover, if so you get trimmed.
Please explain the process. Regardless though, they set the amount prior to and regardless of any performance considerations, is what I'm told by my management.

How bonuses are paid out, it's a pool, if one of your team members doesn't get a bonus there is more to divide
I don’t think they’re concerned since the junior / mid-level members are a small fraction of the pool. It’s also contingent on how the groups are set up. Satellite vs headquarter also have different set ups. Years with higher performance across the company or across the group also has affects pool. Tons of factors at play.
