Is this bad for the directs? We're now reporting to a new SDM converted from TPM. So he has no technical skills. Current manager becomes skip thru a reorg that came from nowhere. He is poised for L7 promo. The reorg was to move away engineering oriented teams to a more vertical fullstack program oriented teams.

Managers get promoted to higher levels all the time, sometimes when they’re ready, sometimes when they’re not. You’ll be fine. Or you won’t, in which case find a different team
