Joined cisco ~6 months ago and Manager joined 10 months ago. I am the senior technical engineer and this org is not technical and depend a lot on 3rd party vendors. when joined the state of affairs are disarray and no clear goals and very shortsighted like they don't know what happens next quarter ! Manager was acting like jerk and changing tasks and deadlines every other day and confusing whole team could not able to deliver any thing in last 3 months as a whole. When I raised my voice in scrum meetings that the direction and goals are confusing and are changing every day, he started assigning tasks and forcing short deadlines and sending 1:1 emails that I was not meeting his expectations every week. I am shocked that some of the tasks are not even discussed not even part of the current quarter. He gave me bad rating and told me I did not meet his expectations with sarcastic smile. all these interactions and targeted blaming and complaints are making me stressed out a lot. Spoke about his behavior to the director few times after that his behaviour became worse and finger-pointing. Now, he is complaining that I was rude and disrespectful to the manager. that was part of my low performance rating. I am running out of options. His intention was clearly to sabotage my. career and thorough under the bus for his faults. I no longer want to work for this insecure manager, but as per HR, I have to be in the hiring team for 10 months before I request transfer. if i leave, i have to pay back prorated 20k sign on. any advice is appreciated . sorry for my long email. Manager and I are on same grade with similar TC 250k

HR is Not your friend. Dont make that mistake, dont share your motives or potential moves. Director may not be your friend too. Find someone on higher position that likes you, even on different department. Network, make friends, Dont bad mouth your manager. When the time comes, an opportunity comes up - leave before he puts you on PIP

you still need to document everything and “take the initiative” to follow up with your manager. Basically you need to build a detailed and documented case against any termination, even HR is not your friend. But cisco cares about their image and any potential lawsuit enforceable or not depending the state you work in. Of course you still have to find another job quick

It’s a trap.
A friend of mine has the belief that it's his job to speak up when injustice is done. He never stays at a place for more than two years because he never gets his contracts renewed. Managers are placed in their position because they have a stronger alliance with someone higher up the food chain. That alliance is stronger than the one you have with upper management. 99 out of 100 times you won't win a flight with your direct supervisor. Sorry, but it's life.
He’s basically placed you on an unofficial PIP. I’ve seen it done many times and have even been forced to assist someone with this by reinforcing impossible tasks on someone that needed to be driven out. If you escalate your manager’s manager will almost always be against you because their working relationship needs to be protected. HR won’t help because they work for the company to defend against litigation (ie you). You can’t transfer because your manager will ensure that it’s blocked. Under the table retribution is very real when you piss off some unprofessional managers.
You need to start looking for another job right *now.*

Try to make things right with your manager. Ask to meet with him, tell him you want to start over with him, and do what he says. Once your time is up you can try to transfer to another area. Or, maybe things will work out with him... or he will transfer. Do not bash him to his boss, or to HR. Neither is on your side, and both will repeat everything you say to them back to him. This is how HR works. Try to make it work until you can find another way out. And next time, don’t challenge your manager in front of your team; speak to them one on one of you have issues.
An apology would have been the best card to play. Unfortunately OP already played the nuclear option by doing an end run around to the boss’s boss and creating a situation for the group. There’s no coming back from this. Corporations are major pussies. Managers and HR only care that nobody rocks the boat. Regardless of justice they swiftly act to cut out the cancer for damage control. When there a situation in the group the managers can potentially get in trouble themselves and that’s a risk they would like to quickly mitigate by getting rid of the “troublemaker.” Think Carrie Lam and her protester problem.
