I've been in the room when these decisions were made more than once. It is not a generic "be awesome" - there are clear career expectations for each level and, if your manager does their job - you get the right guidance for what you need to accomplish and get promoted shortly after meeting the bar (a half).
3, 4 and 5 expectations are straightforward- what needs to be done is pretty clear and the system is designed to help you get there
6+ - that's the tricky part and many people wont make it. A strong manager is super helpful here.
After 3 years if you cant get to E5, you will be fired ;)
