Ask for L61. 60 is a bit better than a college hire.

Do not accept level 60, that’s ~12-18 months post-college hire for many and the starting level for interns who accept a FTE offer. The stated comp may be okay but with Microsoft’s slow career growth it will be murderous for your career progression.
Intern to FTE is not level 60, that’s possible but not common
Intern to 60 is def common especially if you went to a decent school.
I have two years of experience at Cisco, then did my masters and 1 year of experience at Salesforce. Still they say its level 60 and that cant be changed.
They don't count your Cisco years before your master. (Same for me). You deserve L61 nevertheless. Do you have other offer to match?
If you don’t have a competing offer to bump it up, respect yourself, hard decline and take a job somewhere else that won’t lowball you.
Don't go for L60. For your salary range you easily fall in L61 and then get promoted soon to L62 if the team grows. Beware that some teams are very stagnant though at MSFT, so better get in at a good level.
Is it that bad coming in at l60 if he is paid as l61? If OP is under leveled he should easily get promod in 1 year, and will get another salary bump

There is no fixed bonus at MS. L60 has a bonus range of 0-20%, with 10% being the target. The numbers you listed are quite competitive and would put you far head of the vast majority of people in the L60 band.
