I am looking for offer discussions from people at Microsoft. I am a senior software engineer @Visa based out of Bay Area and received a SDE-2 offer at Microsoft in Redmond.
YoE: 5 years
Current TC: $130K
Base: $140K
Sign on (1 year): $25K
Stock (4 years): $80K
Annual Bonus: 0-20%
Annual Base Salary: 0-$13K
Annual Base Salary: 2-3%
Benefits: standard insurance, etc, 50% 401K match
Relocation: $6k paid once
I have 2 other competing offers in the Bay area with a video streaming provider and a late stage pre-ipo startup.
Can someone help me with what parts can be negotiated at and also explain or share the L61, L62, L63 offer details.

Edit 1: updated offer: $145 base/ $140/4stocks, $45 sign on over two years.
The HR says, this is the max she can go but I have competing offers worth $260TC, $245TC (with company 2x valuation, at pre-ipo).
Can I still go above these numbers on base. I had requested $175 base, $150/4 stock, $50
