It's common for Microsoft to hire 10-15 year experience PMs in L62. I don't think OP is under leveled.
May be common but that doesn't make it fair. OP should negotiate to level up.
PM engineering vs. general program management have different pay bands. Engineering is paid more. L62 to L63 promotion is a complete band change. That makes it harder to achieve. So if you start L63, it's better for you.

No idea what the range is. I got screwed while joining MS. So hard to predict upper limit.
Dude you are getting screwed, 10 years industry experience should get you senior minimum
