Does Microsoft conduct stealth layoffs regularly? I noticed MSFT folks do not talk about layoffs much but if you look on Blind every now and then there is a layoff, I think sometime during the summer. Is it an annual thing like vmware?
Microsoft employees, how is the layoff culture at the company? Are SWEs usually safe? Does the company help you? Since MFST files PERM/I-140 pretty fast, does this not slow it down?

internally people have been dehumanized and referred to as resources. Each employee gets a serial number, rather than employee ID.
historically, resources are routinely disposed.
Microsoft used to follow the infamous stack ranking for a number of years and was pretty much like current Amazon except its TCs were even smaller.
But no one blew the whistle and somehow it managed to keep it secret from rest of the industry.
So Microsoft is great at keeping things under wrap including these layoffs.
For the peanuts they pay, working there and living in fear of layoff is not a life at all.
