That offers dogshit. With 4YoE I'd expect it to be substantially higher.
I don't think it is 4yoe at big tech companies. If it is outside the US, or at small companies, msft will treat the candidate as a college hire. Actually less than a college hire

At 4 YOE they should be offering at least L61, which should be in the 127-130 base range Stock should be a lot higher if it's an eng role, same with signing

Ask for a lot more. Especially with competing offer. Microsoft really taking advantage of people recently. Is your "friend" a minority?
It's not unreasonable for L60 BUT and this is a big but, your friend probably should be at a higher level.

Those big grants to college hires almost all go to one (or both) of: - returning interns who were rated well - grads with competes from FAANG+
Not a good offer. I got the same thing at L59 with 2 YOE coming from a shitty no-name company.
