Recently got an FB E5 offer and I kept my start date to Feb 10 to allow time for h1 transfer. Right now the stock price in Jan has been growing and it looks like the avg stock price of Jan(so far ~214) will be much higher than avg stock price of Dec (~202). I have the option to move my start date to Jan 21, but my h1 transfer is still in process. Expecting the receipt in 1 or 2 days. Is it wise to move my start date and start working on receipt? Or should I stick to original Feb 10 start date? FB TC : 374

I think 2020 will be up for FB (barring a major scandal taking them down, but let’s be real... govt will not do anything except tough press statements). Election year is also good for ads companies. I’d say join sooner if you can but don’t take risk with h1b... never know.

This is true. FB works on halves instead of quarters. If you join more than halfway through a half, you automatically receive “too new to evaluate”, but otherwise you will receive a performance evaluation. Assuming you work hard and ramp up normally, this should not be an issue at all.
Idk what PSC is, but how would starting in Jan vs Feb place you in different buckets?

Jan 21? Just spoke to the lawyers and I am expected to receive my receipt by the end of this week. And I still haven't given my notice yet. Making it harder for me to move my start date.

I think it doesn't make any difference if you start any day before Feb 15 as I believe that RSU purchase date for this quarter is Feb 15.
Also FWIW, my petition got approved in 2 days after the receipt.
If the transfer petition is rejected after you join facebook, you'll have to stop working immediately and won't be paid till the time Facebook files the petition again and gets it approved. You might even have to go back to your country. Wait for the approval.
I have the same question, may I know if there’s a difference if I join in Feb or Mar? Not sure how RSUs are purchased, i.e. per month or per quarter..
They are granted based on the average closing price of the month before you start. If you join in Feb, you get the avg price of Jan. If you join in Mar, you get the avg price of Feb
Are refreshers given at the original grant price too?
OP. I signed the FB offer in Sep 2019 for an E5 software engineer position. Got an RFE in Oct2019. BAL is still working on it. I think you can move the date to Jan 21st. But if the approval doesn’t come by then, move the start date to Feb. Don’t risk it for 20k-30k. Remember this is averaged over 4 years. After tax, the per year difference might not be significant compared to TC.

Yeah, but this isn't timing the market. She/he already knows the price history at this point. Well that depends on your personal appetite for risk, but I would move it to Jan 21. In case the visa doesn't come through, it will just be moved back anyway. If you have 400k RSU's, that's an extra roughly 24k, I'd say that's worth the hassle.
