Moving from QA to developer role

My friend is currently working in a QA role. She wants to move to a developer role at Microsoft and the likes. What's a good way to make the switch? Master's degree? Coding Boot camp? She has a bachelor's in computer science. Has 3 years of experience and is familiar with Java and C#
