After YOE, I am in grad school. Applied to all the eligible positions and got an interview for this position only. Grad students generally get new grad positions. :/

This is low even compared to Seattle new grad comp.

Accounts on yoe before graduation are so varied. Some folks say it's ignored, yet I've had a couple friends land ic4/L5 Amazon or higher offers upon Masters graduation at Apple and Google so ymmv based on type of experience and how in-demand you are. Have seen some folks (other grad students) barely scrape by with offers and others who've gotten at least half of FAANGMULLA to start a bidding war for them, not even hyperbole.

It's so situation dependent...what is your area of expertise and how many papers have you published during master's? I can't really speak for them but those guys who had multiple offers had at least 2 top tier conference papers in their fields and got to speak to recruiters or HMs at the conferences so that probably got them an audience, then after that it's up to leetcode and stack-specific prep.
For new grad they probably won't negotiate at all especially right now when a lot of places don't seem to be hiring much. I think your only option is to ask if you can have Seattle instead they would probably do that.
You yoe in other countries do not matter hey in USA. For new college grad this is good offer
