This seems like it is a bit sensationalized. It sounds like something that came out of sexual harassment training, not actual company policy. Like tips to follow to avoid being accused of harassment, not actual rules that would be enforced.

A couple bits of good advice really. Unless you're talking to the person or they're doing something funny/weird there's no reason to ogle so much...just look at that weird post recently from the horny MS Indian ogler. They need rules in place.
