What should I upgrade?
RAM to improve performance. Faster processor will not be useful for most tasks but RAM will help you keep more than five chrome tabs open. SSD can upgraded if you don’t back files up and delete them from machine very often.

Should I get the one on the left in the pic above, and pay an extra $400 for 32 gb ram?
Get the right one AND 32gb if employer's paying Used Thinkpad/Macbook for cheap if you're paying
Just my daily computer. Watch YouTube videos. Occasionally coding. I don’t play any video games or anything.
I watch sling tv sometimes. I notice on my current computer it’ll make noise when I use sling tv.
For those purposes you can buy a used Thinkpad X230 for less than $100 on eBay and have it run perfectly smooth still.
Doesn’t seem like you need to upgrade anything right now, but Macs serve you a long time and MacBooks are not officially customizable after sale, so you may eventually regret not upgrading. I would definitely upgrade storage and ram for long term use.
I just recently bought the 13inch, 256SSD, with the 16GB of RAM. I went for the RAM upgrade since it’s soldered and can’t upgrade on my own like the old MBP. I was still rocking my MBP from 2011 until I got this new one.

Why shit? 8 cores is more than you'll ever need sitting on your lap, 2-4 was the standard in the past for a long time. And 4.8 ghz turbo is amazing. More base ghz and you'll need a fireproof thong to work with it
