I am not talking about mask in your hand while posing for your picture, I am talking about people literally dancing in packed places without masks..

They had Low incidence of cases and decided to open for travel. The economy has totally crumbled and they are desperate for tourism. After opening up, they have a huge spike of cases now. However they are vaccinations at a rapid pace . Around 15% of the country is already vaccinated So I think opening up was a strategic move
By April-May I expect them to be 100% open.
This will be the norm for most countries going forward. Open in phases will stages of vaccination are complete
