This is only for Intel employees.
Is there a way that one employee can move from one group to another without a req open? Just through something called PAN? I hear many managers saying that they want a member to move through PAN but the present manager will not accept and I just lose out on the opportunity. Has anyone done this or moved like this ?

Both managers need to agree on timing before any transfer happens. Typically both managers work out a transfer plan, with you gradually spending more and more time in the new team.
I heard there is a rule of thumb policy of staying in one role for at least a year before transferring elsewhere. Not sure whether this your case and if so, whether it could hinder your transfer in any way.
Never heard of transfer not hapenning because the employee is not " released" - this is "at will" employment after all
HR could restrict PAN if the gap is not there but in that case the hiring manager won't even mention PAN option in the first place.
