Do companies like FANG have to go through all PERM prerequisites (wage research, job ads, interviewing, etc.) for each individual case? They are almost constantly doing that already. Would not that be a sufficient blanket?

Amazon does because we hire so many people it just works out. Smaller companies don't have the pipeline we so they run the whole process for each applicant only after that apply which makes the process months slower. I believed all big tech did what Amazon does but it sounds like LinkedIn doesn't.

I don't think so. The req has to be for the position that they want to offer to you. Hence, they file a req specific to your position before filing PERM. You can ask your lawyer for clarification but this is what I was told by lawyers and what I read on the DOL foriegn certification program page.
Sure but if we have 200 such positions being advertised and never fill all of them and you want a GC we will just use one of the open jobs to hire you on for your i140.
So you won't file an soc code and pwd from the department of labor? How will you show that the wage offered is at or greater than the prevailing wage? Bear in mind that the prevailing wage has an expiration date

Besides, it's really up to the company and they follow the advice of their lawyers. A recruitment report has to be prepared for each PERM filing, in the event of an audit this report will be presented. You can't have the same report for separate filings. Does that make sense?

AFAIK Google does some pipelining here.
Amazon (and likely all big tech) always have a lot of positions being advertised and we are never able to fill them all. So the company takes some unfilled job that we really tried to hire for and starts the process. By the time you come along and ask them to apply for a GC they already have some relevant job posted, labor market survey done and are a long way through the process. They then use it for your application. Applicants name doesn't appear in any of the early steps, only i140 step.
The name of the Applicant has to be in PERM certification.... So PERM has to be applied for an individual.
