Say if I was PIPed and then left the company, but now I want to join Amazon again. Can hiring manager see my previous status?

Forget about it. Once you are put on a PIP and then leave there is virtually no chance of going back. Besides why do you want to go back? Did you ever realize it is the company culture that has to do with all these PIPs?

They should have told you if you were on some kind of restriction. It'd be in all those pages of legal talk you signed. Hopefully there was just a one-year ban on you but if you're banned forever then a recruiter can see that.

The justification for a pip is bad performance, right? If it’s missused by some managers it’s a completely different matter. The person got kicked out for bad performance, so there is no reason for the company to hire them back. If it’s such a systemic issue, I imagine they would go after the managers that do this rather than re hire people that got kicked out after a pip because the pip might have been flawed.

At the moment they are no longer hiring everyone with a pulse like before. Maybe the hyper growth is winding down, maybe the recession is coming, but no matter what they have the brand recognition and bargaining power to keep filtering out people they don't want and down level new comers that's not burnt out. You are unlikely to get back in until no one wants to go back.
