Would Canadian citizens with an engineering degree be eligible to work in the states as a Product Manager or Associate Product Manager under a TN visa?

Why not ? If you want a dirty secret: being a PM requires way less knowledge than being an engineer. The job is also way easier just way more stressful.
You mainly need to be able to handle stress and have good soft skills.
Well you will have deadlines and do a lot of easy work like producing documents sitting in meeting etc. Those are not really hard compared to complex engineering issues, but more stressful. Depends what you want
