How many jobs has she applied to? Honestly most resume submissions/job application portals are black holes. Getting a referral is the easiest way to get your resume reviewed and a phone call.
She needs to apply to at least 200 openings. Did she do any internships? Usually companies hire interns.

Well, that’s an answer. I can’t imagine anyone learning something for 4 years and not applying in real world.
Did she do an internship? This industry is not very friendly to women. She is going to have to start networking and cold messaging people on LinkedIn.

When I apply, I apply to around 500 companies. Also make sure my resume is simple and meaningful. I am just an average software engineer. I am never devoid of interview calls
Focus more on her role on the project and better yet, how she LED the rest of the team. When it says "on a team of four", people start to wonder what she did vs the other 3.
Why doesnt she have any internships?
Also it is off season for tech hiring. Usually companies start hiring in fall. She should have started looking 7 months ago.
