So I am currently looking for other opportunities (currently still employed). Do recruiters value self identified passive job seekers as more desirable (less eager/desperate) than active? My team’s climate has grown to be intolerable, full of passive aggression and politics, so I am very eager to get out. Any advice is appreciated.

Are you trying to not look too desperate to recruiters? IMO, anyone applying to a req is interested. Active/Passive is irrelevant.
