The ustraveldocs website says that “Before you proceed with the payment of your visa fee, you must ensure that you have documentary evidence to prove your eligibility for an exception from the Presidential Proclamations. All applications requesting an appointment (except the Student and Crew visa applications, who are automatically exempted) are advised to send an email to oslovisa@state.gov explaining the purpose of their travel, along with their supporting documentation, BEFORE paying the visa fee. The Embassy will review your request, and you will receive instructions on how to proceed with the payment and appointment scheduling.” I suppose this means that I cannot pay fees for visa appointment for new H1-B stamping. My visa is approved this year. Is there any way I can see visa appointment availability dates for US embassies in India, if I am not able to pay fees right now. #h1b #india
Long story short there are no visa appointments available until February

You can go ahead and pay the fee, valid for one year. Keep looking for the visa slots for the next one year. Hopefully the consulate will start operating at full capacity in future
