I recently received and offer from a small company(<500 employees) for a SQL/BI dev position. Should I accept? Why is your salary on the lower end? SQL/BI roles should be offering more than that from what I know?

You could probably pull 90-110k for SQL developer in a tier 1 city man. In terms of COL, you could shop frugally and live with roommates. After a couple years jump again for 130k, this is feasible within 2-3 years. You do you
Comes down to adding up the benefits monetarily if you can (how much is that premium diff gonna cost per year?) and comparing non-monetary yourself as those are more subjective. Like if you have higher premiums at this new place, your real salary might be lower (ie 57-59k)
