Google Offer: Does the Hiring Manager have the power to increase an Job Offer/TC?

Hi

I received an offer from Google (TC 210K non technical) and I asked the recruiter if there would be any possibility to try to increase it. He said that he can’t do it because the TC came from Google’s headquarters (Mountain View) and only them (hiring committee) could review it upon an higher offer or a higher current salary to support it.

My question is: does the local hiring manager wouldn’t have the power to negotiate it directly?

    Yes and no. He can help to make the case but don’t make the final call.

    No. The hiring manager can throw some weight at the compensation committee, but an ordinary hiring manager (L6/7) can't really do much.

    If you're some world expert in a specific area with a VP vouching for you saying they desperately need you, then of course the sky is the limit. But not your average manager.

      Also, hiring committee does not decide compensation. They decide a hire vs no hire recommendation at level N.

      I wonder who mans the comp committee. Is it other engineers like the hiring committee? Probably not, right? I feel like it's probably program managers or some folks in HR.
