Sad to see in a country like USA which has raised above all discrimination have people like these who oppose a simple and sensible bill like this. When the discrimination does not happen based on your color, religion and citizenship why it should happen on place of birth? Seems obvious that those selfish people are enjoying the discrimination advantages till now and are fearing to loose it.
If the per country quota was not in place, USA would have been overrun with Mexicans a long time back. There would have been no room for any Asians.

how is it fair that a truck driver from Eastern Europe gets gc in a year over an Indian doctor or engineer? Or in a same office, a junior and relatively less worthy, less tax paying person get gc over a higher contributor to economy from a decade ?
It's dumb to bias diversity on merit. Other countries aren't doing it and they are doing just fine.
Once we move to a true merit based system then the country caps can be relaxed . With the current incarnation this is just going to bring in relatively low skill Indians from body shops replacing jobs at there’s plenty of native talent for it. Literally just a corporate profit play To depress wages
This bill will also discourage the body shops to file more GC. The reason being, with the current backlogged system body shops are being rewarded with the ability to retain employees even after paying less than the market salary. The current benefit of filing the green card with backlogged system is you can keep extending the H1b for ever and as a company you dont have to keep getting new people onboard. Once the applicants are not backlogged they will get green card faster and will be able to change jobs more freely. This will discourage them to file GCs for employees unless they have other ways of retaining them.
Any priority date based system isn't fairness. If country cap is removed, priority date should too. Total federal income tax paid should be used instead.

Let’s say there are 12 GCs available and a cap of 3 GCs per country. Country A and B have 100 people in their queue each. Country C and D have 3 each. With the current cap, the 12 GCs will be distributed evenly between four countries (3 GCs each). A and B will each have 97 in their queue remaining because of their huge populations. Without the cap, it will become first-come first-serve. Since A and B have much larger queues, they will most likely take all 12 GCs and leave nothing for C and D. Is it fair for C and D to get zero GCs?
