They are excellent. Have worked with lot of people who are/were on H1B and I would say that majority of them were great at their work. Obviously, I did come across H1B people who I wouldn't hire but for the most part, my experience is positive. I know that my company paid them good money for sure.
I haven't observed any correlation between work status and performance. I was H1-B years ago in a previous job, and knew a bunch of other H1B. I quickly rose to tech lead, others as well. Some didn't do as good. Nobody suddenly started slacking after getting their green card or citizenship.

Performance bar should be part of interview process. Visa status can't be used to derive this information. Also candidates performance is not only a function of his intelligence. You need to make sure that they get kind of work they want to do to keep them.motivated

The firm I work for was founded by an immigrant engineer who came on H-1B and had just gotten his Green Card. The co-founder, who is now the CTO of the firm, was on H-1B. Many early engineers were on H-1B. The firm had a whopping exit earlier this year - so I must assume those early folks on H-1B must have done something right to create significant wealth and enough to pay millions in taxes to IRS. I have also interviewed many candidates on H-1B who I had to pass. Overall, I haven't noticed any correlation between immigration status and performance.

Also people on h1 change jobs less. This is a real stat. http://hiref-1students.com for example. They are generally less likely to demand pay increase (overall) as the other option is to leave job and that requires red tape(h1 transfer). With the premium processing in question at the moment, all those h1 who wanted to change jobs don't change and end up suppressing everyone's wages. Also, many (especially people from India) have this false belief that they can wait out a few more years and get GC and keep moving. Most , very late in the line realize that the line is never ending and someone who applies from backlogged country could wait a decade or more before getting their GC. Wait times for China is somewhere between 5-10 years and India is 70+ years (most from India will die before they can get their GC). As an employer h1 is amazing. No correlation. Only thing is h1b is less likely to slack, being assholes, etc. Because if they got fired, they just have limited time to find another job.
