Dumb question but what is the difference between i140 and perm?

perm is like holding hands, 140 is like kissing with tongue, and sex is when you file 485.
Same as LCA is related to H-1B. PERM is labor department approval that the job is complex that it requires someone with specialized skills to be sponsored for GC. PERM is a pre-requisite for I-140, like LCA is for H-1B
In PERM the company tries to convince the Department of Labor that they need to hire a foreign worker. The I-140 is filed with USCIS after PERM is approved, and since DoL has already done almost all of the difficult adjudicative work, the I-140 can be approved in 15 days. (But if you don't get premium processing, it takes about 5 months.)
PERM is for the company to prove to the government that it really needs you to work for them, that you are qualified to do the job and there is no American available to do the work. I140 after PERM is company asking permission from the Gov to allow them to file to change your status to PR. Then I145 to actually ask the Gov. To change your status to PR aka green card.
