Starting this cycle(YE 2019) all promotions at Uber to L5b and above require interviewing with the committee. How do promotions at other companies like G, FB look-like for similar levels ?

Not true. First of all it is an hour long interview and not 45 mins. Secondly the questions were not just formality, there were lots of questions poking design choices, hypothetical scenarios like what would you do if etc. Its a mix of bar raiser and system design interview. 100% not a formality. I know few candidates whose packet were rejected due to things that came up in the interview.
If its a full round interview , mine as well look outside to get a signnon stock lol

It's an interesting idea. To be honest at most companies you are at Mercy of your manager or people around you, and kind of recommendation they provide. This at least gives you a chance to defend. Hope this was not created to hold people back
So they dont trust the impact delivered through the year? Why would the packet be vague ? Isnt this the managers job to represent the packets. What are the managers doing then ?
TLDR; join Uber only at 5b+ and forget about promo ;)
that sounds similar to tencent’s promotion practices
I can imagine my manager scheduling a 1:1 with me and an HRBP. Me walking into the meeting nervously, taking a seat slowly. At which point, the manager takes his eyes off of his screen, looks at me intently and begins "So you are given an array of numbers 1 to n..."
