I don't think if you have good rating there is any issue in team change etc. Culture is little different due to leaders being relatively new.
WLB for my team is ok, tbh is chill but not for all the teams. Ask these questions to the manager before joining any team.
I'm L4 btw.
Work is fast paced. I often find there's greenfield opportunity. But sometimes among the chaos you find either a good Google pattern to use our that someone has left things in a good state so you can just do what you need and not build from scratch.
I'm in a similar place right now, would love to have some data.
