why don't some managers/leads get that productivity can be improved just by treating people with respect and creating an environment of trust in the team. Targeting individuals, playing favourites only reduces team morale and productivity. Any thoughts...

Because they are confused about reality. They think they can control what others do. They are used to typing commands to control computers. That is their hammer which they then apply to management.
