I received an offer from company A recently, but unfortunately it was a downleveled offer. Company B will be making an offer soon, but the recruiter is asking me about the level of the offer from Company A.

What should I do? Should I lie, or just tell the truth?

You might get more clearer answer if you specify the companies names.
In some companies recruiters don't ask for proof of competing offers, in some companies they do.
So answer depends on that :)

I was in a similar situation. Company A offered 147k, 8k bonus. Company B offered 150k, 24k bonus, 25k RSU's. I told company B I had competing offer from Company A without telling any details (told them confidential blah blah). Company B increased from 150k to 155k and gave a sign on bonus of 25k.

There are 2 options: X and Y. X makes more sense, don't ask y. HTH

I got 5 offers, 3 were downlevel, one was at-level, and the last was uplevel. I used the downlevel offers as leverage and was transparent to everyone about what my expectations were and that the level decisions of other companies didn't change what I was looking for. You're not defined but what an arbitrary company decides to evaluate you at, so don't let these recruiters dance around you
