What's the etiquette for reaching out to personal contacts to ask about open positions and referral. Is it ok to reach out to multiple contacts in parallel? Ideally that's most efficient, but I want my friends to get referral bonus. On the other hand the train had started moving (Tier 2 offers are coming in) and I have to act on my Tier 1 targets within a week or two.

When you are trying anything systematically, don't try it all at once. Send one email. See the response, adjust the email to the next person after you learn from your first experience. You can do the en masse thing after a few such iterations. You'd have better success rate overall that way. Interviewing is similar -- try a few low priority positions before you interview for your favorite positions.
Havent done this for me, but this is what I did when someone asked me for a connection. Wrote a semi personalized text for each one, and pasted them simultaneously - with 90% of the data, no resume, not much. I did get multiple responses, and I prioritized the responses based on how much favor I wanted to owe :). Time is of the essence. I recommend taking the hyper-threaded approach. I would never bulk email folks like that but if you do use the BCC
No, not email blasting people. Let's say I have 5 contacts, do I reach out to all personally (not the same email) or reach out to one first, wait for response, if nothing go on to the next guy, etc.
I would email all of them separately at the same time.
