Is it common for recruiter to ask for SSN from the candidate before even the interview process has begun? He insisted in sharing atleast the last 4 digits if not comfortable sharing the full SSN. The reason he gave was that it was to verify the candidate during the interview process and make sure same person joins their organization.

I've had someone claim to be a recruiter for Google ask me for this. I said I'm not comfortable with that sorry and he said that's ok. I filled out the form without it. Then he got back to me and said they wanted to schedule an interview. I declined. I never found out if it was legit.

It’s not common. Some Foreign based companies I interviewed with did ask for too much personal details and even to sent it by email. I recommend walking away from that role because it speaks volume about how the company and ran and funded. Only a government agency or DoD contractor would need so much verification early on.
