Declined Uber offer a few months ago and now I majorly regret it. How likely will I be able to get my offer back or reinterview? Figure it won’t hurt if I email the recruiters or manager right? Help!
It won’t hurt, but how you approach the reach out matters. Don’t come off needy, don’t come off pompous. You’ll want to supply an understandable reason for why it’s back on the table for you, it’ll help if you can spin this to be a positive for the company. Also, expect that position to be filled; meaning you may have to interview all over again—at least with the HM.

I’m going to be in the same shoes. My other option if Uber won’t reach back is to go join Amazon or Microsoft. Microsoft’s pay is really low 😢

It the position is still available it is possible to get it back w/o interviews unless there’s policy against this (friend did this)
Thank you all. Should I reach out back to the recruiter? Or HM? Recruiter was disappointed when I didn’t take the offer but everything was done in a very mannerly and transparent fashion so I don’t think that bridge is burned?
You said that your current manager failed to deliver on his promises when offered the job. That's an honest and fair reason to leave.

Yeah mention that when you reach back out to Uber. Also, often recruiters get back to candidates who rejected the offers as they've already been vetted, or they'll help you interview again much easily. I've had fidelity recruiter getting back to me a year later if I was open for the same position. And I've had Geico's recruiter help me skip the line for new position a couple of years after I rejected their offer. Recruiters need to have people hired, it's a safer bet to go back to vetted people.
