My manager, oh my manager is a very very nice guy. I will leave it at that.
Meaning he's blocking a potential transfer? Escalate. Moving internally would definitely be the easiest thing, and it would help bootstrap you to outside positions if you wanted to leave. Unfortunately you may be getting passed on some positions for not having PhD and light on publications (NIPS is good but lots of candidates publish several times in grad school). Personally I have a PhD and I think they're overrated, but not having one makes it harder to get hired in some roles
