I just got promoted to L5. How soon can I transfer to fb as E6? What can I do to make a stronger case for myself when I do eventually get around to interviewing? I can wait for a year or so, but if I have to wait longer than that, then I might as well just shoot for L6 at goog.

I’ll admit E6 seems like a stretch though. I’m not sure how you get there right away. But would love advice from someone with better knowledge.
The bottom rung of FB E6 should be equivalent to the top rung of Google L5 (see levels.fyi). Also, companies tend to down level external hires to avoid risk (though, FB is not as bad as Google at this). Considering all this, you should be at a point where you are very close to getting promoted to L6 before you can be considered for E6.
Having said that, if you can convince FB that you've been working on projects with large scope for a while and you impress the pants off your interviewers, you could be considered for E6 soon. Really depends on how you sell yourself.
How do I convince the recruiter to put me into the L6 interview loop?
Also how would fb verify the experience that I claim?
Ask your manager about promo path to L6 and where s/he thinks you need to improve before being promoted. That will give you an idea of where you are with respect to L6.
