recently applied for a role in Amazon for SDE. During interview, hiring manager said software development engineer in test when explaining the role. Is the JD misguiding, or are there really “SDEs” who work in QA that are not SDET? what is the difference?

Most definitely an in house framework they wrote from scratch. I've to see an out of the box solution that can do this, unless you are willing to pay big bucks and scale on the cloud.
