Is it a wide range? Can you give me some idea of what I should expect as a SPB individual contributor engineer?

I wonder how much of a jump in salary from $111K in the Midwest I should expect going from a LPB2 to a SPB. I made the short list for the position. At one point I was told there was a percentage limit on how much your salary can increase with a promotion. I don’t want to get screwed.
The standard band promotion bump seems to be 6%, but could be hire based off of performance. I have seen around 10%, so ask for 12% and have them negotiate down.
GE Power is in horrific shape and laying off 12,000 people. Why would you want to go there?
