No it is not. Though it is pretty close. To switch you can interview as an external candidate, maybe with fewer rounds. You can also switch by doing the transfer route where you find a swe position and move there as a seti doing swe project for 6 months then going through the hiring committee again with a case showing you're doing swe work at that level. Also some seti teams (work wise) have swe titles.

Yes; ladder transfer from SETI to SWE is "free"; it's just considered a project change.
does it requires interview and going though HC again?
Not as far as I'm aware. SETI is a type of SWE. Note that a Software Test Engineer is different. That requires interviews to become a SWE.
