Salaries on Blind and on any 'Salary Converter by City' websites contradict. Do people exaggerate TC on blind?

I know that TC is not equal to Salary. BTW, it should be TC != Salary is True. What I'm getting at is considering the difference between cost of living between 2 cities, the TCs posted here on blind are just way too off even when you take off stocks and bonus part.
