We are expected to relocate in upcoming March. Looking for advice on preferred location. We will relocate based on my wife work place which is located in San Mateo. Places we are considering are: Foster City or Sunnyvale. Can someone chime in about these location or advice on others, I'm expected to work in tech (currently software engineering manager) after I get my work permit. Can you suggest in which areas there will be more options to find work in? (Assuming I prefer to avoid 1hr+ of commute per way) Thanks!

San Mateo is nice and centrally located, why not consider that?
Considering that. Main issue with San Mateo is the schools in here. There is one great school at Foster City Elementary, but other schools else than it doesn't seems to be good (according to great school) And as it's a public school there is no guarantee that it will be available..

If you’re going Northbound there is generally more traffic in the morning (Sunnyvale to Palo Alto for example). San Mateo/Foster City to Palo Alto has less traffic, but is longer distance. I’d say 30-40 minutes in the morning.
Foster city is right next to San Mateo and has good schools. That would seem to be the best choice for you. Palo Alto is overhyped and over expensive so would avoid that if possible.

Your commute from Foster City to San Mateo will be much better than Sunnyvale to San Mateo.
