Yes this is normal, Amazon do a lot lowballs.
Oracle has horrible title inflation and very inconsistent engineer quality. Getting SDE2/L5 at Amazon is honestly not a big deal. Most people get it at 2 yoe. The fact that you didn't get it means you don't clear their SDE2 bar. If you like the pay, are okay with long hours, you should take it. It's a much better company than Oracle for an engineer.
^ This. Plus you’d get promoted to L5 easily. Amazon has better Engineering culture and standards than Oracle.

Negotiate, then take it if they go a bit less lowball.
If by minimal hike you mean less than 20%, the answer is no, unless you are on a PIP or you think you will be laid off.
